The new Immigrants in America in the late 19th and early 20th Century

West Indies and Mexico came to eastern and southeastern US. Immigrants from Jamaica, Cuba, Puerto Rico, and other Islands sought jobs were scare and industrial boom and to flee for political turmoil.
In 1870s the transportation overseas was with steamships. Over the Atlantic Ocean from Europe was the travel time approximated one week, but from Asia over the Pacific Ocean was it nearly three weeks. The ships was crowded and in bad conditions, because of those many diseases ans some died.
When they arrived in America, the first stop was Ellis Island where they had to do an medical exam and an instructor checked their documents and questioned them to determine if they met the legal requirements for entering the US. Mostly every immigrate passed this test, and
only about 2% were denied entry.
The Native Americans were against this imminent because they thought they tried to changed their culture, because mostly all new immigrants wanted to keep their old traditions and culture, like language.

Why do less developed nations have higher birth rates than developed nations?
In a less developed nation is poverty, Human resource weakness, and economic vulnerability and in a developed nation is a sovereign state with highly developed economy and advanced technological infrastructure relative.
I assume that the reason why less developed nations has a higher birth rate is, because of the shortness of human resources and the low education rate.

Are the governments of overpopulated countries justified in legally requiring small families?
When one just see it in a purely logical way, one would probably think it is justified, because for example China would be totally over populates in a few years, if every family would get five children, but on the other hand when one see it on a purely moral way, one would defiantly think that it is wrong to require a family to have only one child.
